The Grand Opening of Victoria Park at Edgewater was held on May 17, 2007 and was attended by 130 residents, guests and staff. Guest speakers included David R. Lewis, President and CEO of Osprey Property Company; Clarence J. Snuggs, Deputy Secretary of Maryland’s Department of Housing and Community Development; and John R. Leopold, County Executive of Anne Arundel County, MD.
Special guests included Sen. Janet Greenip, District 33; Edward R. O’Reilly, Coucilman, 7th District; Patricia Sylvester, Director, Multifamily Programs, Community Development Administration; and Kathleen Koch, Executive Director, Arundel Community Development Services.
Victoria Park has been very successful, and since opening in November 2006, is now fully leased. Located on Route 2 and Stewart Drive in Edgewater, Anne Arundel County, it is ideally located near the River Colony shops, restaurants, retail services and near the South County Senior Center.
The community offers quality independent living for adults 62 and over and income guidelines apply. The attractive four-story wood framed building has a stone and vinyl exterior. Two elevators provide quick and easy access to spacious apartments with many amenities designed for charm, comfort and accessibility. Professionally designed and decorated common areas offer an atmosphere of casual elegance.
Apartments include a full service kitchen, frost-free refrigerator, dishwasher, disposal and abundant cabinet and counter space. Other amenities include wall-to-wall carpeting; individually controlled air conditioning and heating; washer and dryer hookups, wiring for cable, internet and telephone; and emergency pull cords for the safety of the residents. Ten percent of the units are handicap adaptable. One-bedroom apartments range in size from 650 – 735 square feet and rent from $345 – $480 per month. Two-bedroom apartments range in size from 881 – 1000 square feet and rent from $575 – $900 per month.
Community amenities include a two-story lobby, library and sitting area, resident community room, fitness center and theater and entertainment center. Resident services include wellness seminars, arts & crafts, holiday parties, card and game nights, educational seminars, grandchildren programs, and many other social and educational activities.
Project costs totaled $12.7 million. Funding was provided by $5.1 million in tax credit equity; a $4.6 million private loan; $1.48 million in state Rental Housing Funds; $1.2 million in County HOME loan funds; and a $150 per unit payment in lieu of taxes (PILOT) from Anne Arundel County.

Osprey received the Commitment to Excellence Developer of the Year award from Governor Robert Ehrlich at the Workforce Housing Conference on October 19, 2005.
