The Grand Opening was held on May 27, 2009 in the community room of Victoria Park at Sassafras Meadows, located in Salisbury, MD. Guest speakers included Norman Conway, Member of the Maryland House of Delegates and Patricia Sylvester, Director of Multifamily Housing, MD Department of Housing and Community Development.
Victoria Park was developed by Osprey Property Company and Shore-Up, its non-profit partner. The community consists of 80 affordable apartments for adults 62 and older and was partially funded with Housing Tax Credits from Maryland’s Community Development Administration.
Wicomico County and the City of Salisbury provided immense support of this affordable senior community. The City provided a capacity fee waiver and payment in lieu of taxes (PILOT) and the County waived the development impact fee.
The three-story building has a C-shaped design, with a controlled access. Two elevators provide quick and easy access to spacious apartments with many amenities designed for charm, comfort and accessibility. Community amenities include a spacious parlor, lobby, library, computer center, Florida room, hospitality suite and porches.
Victoria Park has one and two bedroom apartments with rents ranging from $315 to $700 per month. Ten percent (8 units) are accessible and the rest are adaptable for persons with disabilities.
Members of the development team include: Grimm & Parker, architect, Harkins Builders, general contractor; Aumen Asner, interior design; Habitat America, property manager. In addition to tax credits other financing was provided by DHCD, SunTrust Bank, SunTrust Community Capital; AGM Financial Services, Inc., Wells Fargo Bank and HUD.
Project costs were $12.5 million and construction started in May 2008 and was completed in April 2009.
