The Grand Opening of Victoria Park Jaycees Senior Housing, 11060 Weymouth Court, Waldorf, MD was held in the Resident Services Room on Tuesday, December 16, 2003 from 3:00 to 5:00 pm. Opening remarks and introductions at the ceremony were made by:

Victoria Park Jaycees Senior Housing is a joint venture project between the Osprey Property Company and The Greater Waldorf Jaycees Foundation. The 60-unit affordable rental community welcomes adults 62 and older is the second phase of senior housing within the Victoria Park planned community. Also located within the community are Lakeview at Victoria Park, a 108-unit affordable senior apartment complex which opened in October 1998 and 84 privately-owned townhomes also constructed in 1998.

Affordable housing in is great demand in Charles County. The first phase of Victoria Park senior housing was completed in October 1998 and has remained at full occupancy. It has maintained a waiting list of potential residents who have been pre-qualified based on their age and income. Some of these residents have moved into the second phase and new demand has ensured quick lease up of the community.

The $6.2 million project was partially financed with Maryland Low Income Housing Tax Credits and a state loan. There are 34 one-bedroom units and 26 two-bedroom units. Rents are based on households earning less than 30%, 40%, 50% and 60% of the Area Median Income and will range from $400 to $845 per month.

Each unit has a fully-equipped kitchen with a dishwasher, frost-free refrigerator, garbage disposer, and range with front controls. Safety features include an emergency call system, grab bars in the bathrooms and all units are handicapped adaptable. Community amenities include a spacious lobby, lounge areas, resident storage lockers, a Resident Services room, crafts room, controlled-entry access and one elevator.
The developers and managers believe that social programs are the heart of the community and the experienced Victoria Park staff along with the assistance of The Greater Waldorf Jaycees offer the residents and their families many interactive programs such as educational and health programs and social activities including holiday parties, pizza and movie night, monthly healthcare screenings, computer and fitness classes, book clubs and Bible study, arts and crafts, educational classes and seminars and off-site recreation, entertainment and shopping trips. Periodic resident surveys assist the management in determining what types of on-site and off-site activities the residents favor.

In addition to the Osprey Property Company and The Greater Waldorf Jaycees Foundation, other development team members include Branch Banking & Trust, Enterprise Mortgage, and Maryland Community Development Administration, finance; Phoenix Land Design, civil engineer, Heffner Architects P.C., architect, Bozzuto Construction Company, construction; Related Capital Co., investor; and Habitat America LLC, property manager.
